lost weight from my legs
I need 2 lost some weight from my legs so that i ll use it for my upper part of my body (arms ,shoulders,etc)please who ever answers 2 my question must be sure 100%

You cannot 'shift' weight from your legs to your upper body. If you want to get slimmer legs then plenty of movement in the saggital plane i.e. felxion and extension at the hips and knee joints. Running, squats, lunges, steps, leg curls and leg extensions are all examples of this.
As for building your upper body, by doing strength training you will adapt to the stresses of your workload by what is called "hypertrophy" which is increasing of muscle fibres/cross section and stimmulation of these.

Try at the fixed and parallels bars, also boxing, yo need firstly to build/prepare the bones and joints (motion range and moderate loads) so your body will response to those new stimulus by increasing bone sizes (specially if you are young). After some months you can work on muscle mass with heavy loads.
